Cubans living on the island, is rapidly changing. During a process, which has happened in the last fifteen or twenty years, has been profiling various imaginary Cuba. In the midst of this mutual influence between multiple imaginary is an official reform of the Cuban model, which is intended to be universal and comprehensive. Authorities have succeeded in beginning to renew governmental mechanisms, the economy, and opportunities to express opinions and dialogue, as well as the intensity of international relations. All this, with the intention of making evolve the Cuban society and the social model of the island.
Progress in the search for the effectiveness of governmental performance. To achieve this, it has sought to reduce and integrate the Executive and administrative apparatus of the country. In this sense, also has sought to a more organized management dynamics and has been rejuvenating the Council of Ministers. It is intended, in addition, reform the Cuban Parliament, to make it more dynamic, more active and more effective.
In terms of economic reform, in the 6th Congress of the Communist Party of Cuba were endorsed a set of guidelines that should govern the current management of this area and its prospects. The content of the document allows a wider and deeper interpretation of the reforms that have to be taken. However, so far is advanced with extreme caution and slow (only has managed to implement 21%). Until now such transformations are concentrated in certain decentralization of the State economy, the promotion of foreign investment, the openness to a cooperative of small and medium-scale private sector, as well as the removal of bans on the consumption, where they have greater space market relations.
In the same way, working on the promotion of guarantees for new social realities. Currently prepares a modification of the law of associations, in order to facilitate the legalization of this emerging citizen subjectivity. This, obviously, has demanded further study about the creation of opportunities for greater participation by citizens, and all new social projects, in public decision-making and in the efforts of Government. Do this, in this moment, are working on a new electoral law. Some intellectuals discussed and debated these two laws. Similarly, society is waiting for the referendum that will be held in the lathe to the proposed official about such legislation. In this sense, it also works and dialogues about the need for reform, at the right time, the current Constitution of the Republic.
This internal process, which demand corrections and subsequent steps, occurs in the middle of a set of international relations. Cuba and United States have begun an unusual process of restoration of bilateral relations. Cuba and the European Union, in turn, work with solidity in the concretization of a political dialogue and cooperation agreement. All this, accompanied by an impulse of relations with major for example countries: China, Russia and South Africa. On the other hand, it is imperative to highlight that this multilateral development of international relations of Cuba intends to go through a process, intense and sharp, integration mechanisms in Latin America and the Caribbean island. This last is to reduce asymmetries in the relations with powerful countries and carry out the embarking vocation of the Cuban nation.
In September of 2015 Cuba received – for the third time in 17 years – the visit of the Holy Father, which impacted significantly, both in the religious world as secular Cubans. A visit by the Pope Francisco to Cuba represents the Summit of efforts to reconcile the two countries with major ideological differences, which should bring with it profound changes for the life of our country.
The economy, despite the global numbers which exhibit a growth of the gross domestic product (GDP) by 4%, no evidence in the everyday life of the population no significant progress, rather the opposite: the shortage of food and the prices continue to rise, and the services deteriorate dramatically. Worrying is the contraction of the economy by 2% by 2016.
A long period of drought caused the country decreed State of national emergency, as levels of the reservoirs and water table lowered to the minimum. There was virtually to suspend irrigation, so soils have been affected in many Territories, reducing grain production as rice and beans, essential lines in the country.
However, after that period of dry, began several days of torrential rains that caused damage in housing, social facilities and infrastructure.
According to official data, in the province of Matanzas, they resigned 4 054 Usufructuaries. The major cause has been the resignation due to lack of necessary equipment and supplies.
The population of the territory has continued a disproportionate increase (153 000 population, at a rate of 3% per year) under continuous internal migration of people from the eastern provinces and other regions of the country, which has involved an extreme tension in the infrastructure of educational services and health, that are unable to withstand these unusual growths , where there is no development plans by the local government.
In terms of non-State economic initiatives estimated that by 2015 there are between 500,000 people incorporated to this mode of work and up to 1 419 000 linked in a way or another to the small and medium enterprises (SMEs). It is recognized that co-operatives approach goes downhill and abound in our spaces associations or groups of entrepreneurs who come together for common purposes. (Cooperatives are still a barrier by the complexity and delay in legal proceedings).
In our territory expressed a wide range of ventures, and Cardenas is the municipality with the largest number in this mode (the figure of 11 000 people linked to the non-State sector was published by the Local telecentre, number reserved, because only represents 7% of the population). Although there is some fluctuation among those who closed their businesses and beginners in the activity there is no sign of a devaluation of this form at the social level.
While the resort of Varadero, tourist destination most important in the country, belonging to the municipality of Cárdenas, contributes to the State budget, 45% of net revenues, the budget of the municipality shall be reduced by 19 000 000 million affecting the functioning of the most important and necessary, such as education, health and agriculture services.
In our Center, we have suffered a severe decrease in budget, as a result of the exchange rates of the euro and the Canadian dollar against the USD, in addition to two of our traditional partners (AIN and PWRDF) have withdrawn from the collaboration in our country, forcing us to adopt a group of critical decisions, based on preserving the main programs of the institution.
In the VII Congress of the party, Raúl Castro was explicit: “the increase of the self-employment and authorization of the hiring of labour force has led in practice to the existence of medium, small and private micro-enterprises which operate today without due legal personality and are governed under the law by a regulatory framework designed for natural persons engaged in small businesses that are made by the worker and his family”.
It was announced that the necessary changes in the Constitution, shall discuss to update with respect to the reforms that have been developed.
This is one of the most important theoretical admissions views at the VII.
It became clear that the new economic model would be not approved in this event, as he had announced, and recognized the existence of small and medium-sized enterprises, but stressing the prevalence of State ownership. Political age limits were announced for the leaders and the permanence of socialism as a system, with a single party to lead it.
Examine each of these edges will have as a backdrop the urgings of Raul that consensus will not fall from the sky, they are built with the information, Frank controversy and the preparation of each to have the ability to anticipate as much as possible to the problems generated by each new measure or changes in the dynamics of the Cuban society far beyond the economic paths.
Recognized is only satisfied 21% of the guidelines to implement the changes on the economic, social and political problems of the country, so we do not expect big changes for the next five years and yes a stagnation in systems of citizen participation.
He is known for studies there is already 30% of the population living poverty limits and a highly ageing population that will reach more than 30% by the year 2030.
This will involve a high challenge for Cuban civil society institutions in the coming years.
We agree with the idea that it is impossible to rigorously plan the contemporary development, this a myth.
According to Cuban Economist Pablo Monreal, planning of development could be the next great space of systematic popular participation in the development of Cuban society. Contemporary information and communication technologies and the rapid spread of processes of collective production of knowledge, make possible something that is necessary for the development of Cuba: having a system network of feedback in real time of the change, and massive databases of possible solutions for the development. This, then, there would be the possibility to offer a collective intelligence that is far superior to what could provide experts to national development, as well as an Adaptive mechanism much more agile and efficient that you can provide potential regular consultation of documents.
